Are you allowed to talk on a quiet carriage?

I actually thing it should be silent no joke cause there is multiple coaches you can sit in and book a ticket for your request a quite chat now and then fine but continually talking is annoying and encourages other people to chat which isn't fair on people who book those specific tickets.

The Quiet Zone is normally in Coach M.
The rules No phone calls
Conversations with fellow passengers should be quiet and with consideration for others.
Please be aware of the noise you are contributing and respect the space.
Anyone not observing the rules may be asked to stop or move to a different carriage.
Please note, as a public space, this is a quiet zone rather than a silent zone.
Whilst we will make effort to monitor and address issues of persistent noise, quiet conversation or ambient noise can't be completely eliminated.
Use all electrical equipment in silent mode
Headphones should be at low volume so the noise can't be heard by others

The quiet carriage is a dedicated zone for customers who want to travel in a quieter environment. It literally says: "The quiet carriage is a customer-regulated initiative, where travellers voluntarily turn down the volume on electronic devices, switch mobile phones to silent and speak quietly.” It isn’t actually enforceable or enforced by anyone and it isn’t a ‘Silent Carriage’ it is a ‘Quiet Carriage’ and there is a difference. I told my kids that we were in the ‘Quiet Carriage’ and that this meant we had to speak softly to one another and be mindful that others in there were not wanting to be in a noisy environment. We proceeded to enjoy some (non-crunchy) lollies and talk (quietly) amongst ourselves about our day and as the journey proceeded, we played some Eye Spy and Charades. Politely I told her I was aware of what carriage it was and that I didn’t think we were disrespecting that. We had been talking quietly and that if she had an issue with this, given she was by herself, perhaps she could find somewhere else on the carriage to sit because we weren’t able to do this.

Quiet carriages exist for a reason. So we don't have to hear long phone calls and other noisy things. Finally this little old lady said excuse me this is a quiet carriage to which the woman replied no need to be rude, this is an important call.

It's quiet coach, not silent coach, so you can eat there. The only rules in quiet coaches are: no use of mobiles, electronic devices on silent, and talk quietly. There isn't a food rule. You are allowed to eat on the quiet coach. It's quiet coach, not silent coach, so you can eat there. As long as you use headphones, and others can't hear it, watching a film should be fine too. Any electronic device that makes a sound, even with earphones, is not normally permitted.
