I don't know what's the rules of timeout and if they are reviewable. Personally, I don't think a timeout should be able to be called if the person with possession does not have clear possession and could of called a timeout themselves. Also, I dont think a coach should be able to call a timeout unless the ball is not in play or there is no pressure on a player during posession.

Time-out can be used to help correct misbehaviors. A time-out allows the parent and child time to cool down. The steps for using time-out can help make using time-out easier. Following the steps for using time-out can help make using time-out easier. Step 1 if your child misbehaves in a way that calls for a time-out, give a time-out warning. Always follow through with time-out when you give the warning and your child does not do what you told them to do. Time-out usually lasts between two and five minutes for toddlers and preschoolers. A good rule is to give one minute of time-out for every year of the child's age. Your child should be quiet before they leave the time-out space. No one should give your child any attention while they are in time-out. Do not look at your child, do not talk to your child, and do not touch your child.
