How long after drinking water does a dog need to pee?

He drank a bunch of water at 7pm. I took him potty at 9:15pm, and he peed and pooped. Then at 10:30pm, he was standing there looking at me, and I couldn't figure out if he was just standing or peeing. And during the 4s that I was debating if he was peeing or not, turns out, he peed a bunch. I feel like when I took him out at 9:15pm, his pee was not very long. So I'm wondering if the massive amount of water he drank hadn't reached his bladder by that point, but by the time he had his accident was when all the water he drank finally hit his bladder.
