The number of dogs that can be walked at once has been reduced to four. Reigate and Banstead Borough Council has started enforcing new rules which limit dog walkers to a maximum of four dogs at any one time. The RSPCA said: It is recommended that no more than four dogs are walked at any one time. The limit of four is recommended by the RSPCA and pet business insurers. The borough council said lowering the limit was backed by 80% of almost 500 respondents to a council survey. The change was proposed following ongoing concerns raised by residents about dog walkers being able to control groups of dogs. Nearly 500 people have signed a petition asking council to reconsider and raise the limit back to six.

Your insurance usually limits you to 6, some insurers cover more but your local council may have an upper limit in place, usually 4. The most common default number is six. Some insurers will increase that number by request but usually no higher than eight. Note that your own dog, if you take them, is included in those numbers. Standard cover as of January 2022 is 6 dogs for many insurers, such as Clivertons, Protectivity, and Pet Business Insurance. Some councils have regulations that apply to all dog owners, or just to professional dog walkers, regarding the maximum number of dogs per person allowed in their council-owned spaces, for example, https://www.royalparks.org.uk have a requirement to register as a licenced dog walker and restrict their licence holders to four dogs.

There is no UK wide law covering how many dogs can be walked by one person at the same time. However, local councils have their own rules covering this. In general, the rules are: A maximum number of 4 at once for the general public. A maximum of 6 dogs at once for professional dog walkers. It is important to remember that this does vary from council from council. Some council’s allow professionals to walk up to 6 dogs at one time. This number can also be dependent on the maximum number of dogs started on the walker’s insurance policy. If a dog walker walks alongside other dogs, they can be limited to only 4 dogs at once.

NarpsUK (The National Association for Pet Sitters & Dog Walkers) has terms and conditions for its dog-walking members, including that ‘no more than four dogs should be walked at once’. Four dogs per handler appears to be a reasonable amount. However, it can depend on each dog’s temperament, size, strength, age, and health. The critical factor when walking more than one dog is that each dog feels comfortable close to the others, and the dog walker has control at all times.
