I tend to think the first thing in the morning is the best time to go. At least it is on the weekends. Early morning on the weekdays. I actually was just at our local dog park yesterday. We got there at around 9:45 and it didn't get crowded until around 11:15. We went this morning at 10am. It was kinda chilly. But only a few dogs. Try to go while most people are at work. Evenings are always busy.

It’s also helpful to go during off-hours to have a better experience. When Zara and I used to go to the large park in Raleigh, there were only a handful of other people there between 7:45 and 8:30 am on weekdays. In the winter or on bad weather days, we’d often be the only ones there.
