I know the RSPCA are very busy so I would like to get some second hand opinion before ringing up. I feel like it's reasonable to say that they don't walk the dog anymore as I used to see them walk her everyday. All the dog does is bark all day very loudly, and I feel bad for it because it poos on concrete and doesn't get exercise. So, would I be able to report the neighbours.
