User Stories come from the’90s. Kent Beck started talking about stories in his book “Extreme Programming Applied”. He explained that stories were “an antidote to requirements” that are “something obligatory or mandatory” and as such, are standing in our way to embrace change. The idea came from a story a user told him about a new product. Jeff Patton, the author of the “User Story Mapping” book insists that “stories get their name from how we use them, not how we write them.” Then along came Rachel Davis from a company called Connextra who invented the template many of us use today, it goes like this: “As a user, I want…, so that…” You can read all about it in Mike Cohn’s book “User Stories Applied”. So this is how we come from Kent Beck stories in XP and arrive at the user stories we use today. Adding the word “user” to the stories helps bring our attention to those for whom we are making the products.

Given the history of where user stories came from I don't believe they were intended to be highly technical documents but a placeholder for a conversation in which more detail can be derived. For the most part, I have seen the product owner create user stories and as the DEVOPS teams discover more they begin to write some of their own stories to support the business case/user story. Once it's become clear what the appropriate quality expectations are between the Dev team and PO, either side can write stories as they need them. We've used that as the starting point. Since the Dev team works the stories, they are the most critical of how they're written. The quality of the story writing is based on how the Dev team understands "Done". Consistency was the goal; now it's become a part of the prioritization process. When we get external requests, the same filter is applied. As the PO prioritizes the backlog, they should be capable of detecting when a story isn't up to par.
