There is no UK wide law covering how many dogs can be walked by one person at the same time. However, local councils have their own rules covering this. In general, the rules are: A maximum number of 4 at once for the general public A maximum of 6 dogs at once for professional dog walkers. It is important to remember that this does vary from council from council. Some council’s allow professionals to walk up to 6 dogs at one time. This number can also be dependent on the maximum number of dogs started on the walker’s insurance policy. If a dog walker walks alongside other dogs, they can be limited to only 4 dogs at once. How many dogs that can be walked at once should be covered by a council’s Public Spaces Protection Order. Always check your council’s PSPO if you’re unsure of the rules. You should only ever walk as many dogs you are comfortable handling.

Most dog walkers are insured to walk a maximum of 6 dogs by the majority of insurance companies. Dog owners can check this on their business insurance, it will state how many dogs they are allowed to walk at one time. Some councils are now bringing in a licence for dog walking, which most are restricting the number to 4 dogs at one time. As a dog walker 4 to 6 dogs is plenty to walk at one time. There are many factors to consider, but from years of experience four dogs in a group walk is most suitable, six if the dog walker is highly experienced. Any more dogs than six is too much of a risk for all involved. Walking more than they are allowed will invalidate their insurance if an incident was to occur. Licenses for dog walkers is very new, and only insisted by a few councils, but hopefully in time this will be across the UK.

NarpsUK (The National Association for Pet Sitters & Dog Walkers) has terms and conditions for its dog-walking members, including that no more than four dogs should be walked at once. Four dogs per handler appears to be a reasonable amount. However, it can depend on each dog’s temperament, size, strength, age, and health. The critical factor when walking more than one dog is that each dog feels comfortable close to the others, and the dog walker has control at all times. We should all pick up after our dogs and this task obviously increases with a number of dogs, so a responsible dog walker should observe each dog closely. Although all councils agree that the dogs should be ‘under control’, it is worth checking with your local council, who may have particular byelaws.
