You know you have created this problem, but no worries, because it is a very common one and you can fix it. First, remove ALL toys of any kind from the floor or any other place where they can be reached by the dogs. And keep them hidden, in a box on the high cupboard or whatever, so they cannot even see them. From now on, only you control those toys. You decide when and where and for how long and when play time is over, it's when you decide it's over, and you put the toy away again until the next time YOU decide to play fetch. The dogs are barking for attention, so if they consistently get left behind instead, they will learn that it doesn't work any more.
