Is it normal for dogs in the same household to fight?

We have two mutts, a 6 yo and a 2 yo. The 6 yo has known the younger dog since she was 3 months old. These fights started happening about a month after we moved in to the new house. There was a lot of stress with the move, including keeping the dogs with other family members and living in an apartment building in between the old house and the new house. The fights are more than play, since each dog comes away with scrapes and blood drawn and it takes a lot of energy to separate them. Further confusing things, they are very friendly when they are not fighting.
