You can phone environmental health as this is very insanitary. If you can, find out who their landlord is and complain. The best bet is to wait until it is bad and phone the RSPCA as it is illegal to keep animals living in their own fecal matter and by law this has to be cleaned, keep phoning and phoning every time it is bad and the RSPCA will take suitable action. If its a council house, just contact the council housing dept to complain, as they are obliged to get it cleaned up. I would phone the council. A friend of mine had neighbours who were in rented accommodation next door, they had a disgusting habit of throwing their baby's dirty nappies into heaps in their garden, she phoned the council who came and cleaned it up but also evicted them. I would complain to the council that's really not fair to you to live next door to that.
