When making the decision for euthanasia I usually recommend looking at their every day routine. If they are unable to do the things they enjoy doing, playing, eating, etc., more often than not then the dog's quality of life becomes an issue. It sounds as if this might be the case with your dog. However, if antibiotics and pain meds can improve her quality of life then you may have more time with her. There are many things that can cause the urination problem, some of them are fixable very easily, such as urinary tract infection, and some are not. If there she has pain this may be treatable as well. I would consider taking her in to be checked in case this is something correctable.
