When your dog whines with a toy in their mouth, it's their way of communicating different feelings or desires. If your dog cries while carrying a dog toy, it's their way of saying, "Let's play together!" They're inviting you to join in because they enjoy your company and want you to be part of what they're doing. Female dogs, especially if they've had puppies before, might cry while holding a toy because of their motherly instincts.
