Can you buy a dog whistle to stop barking?

These are silent to humans but dogs will hear them. Compatibility Own dogs only. Cannot be used to stop neighbours dogs. I was hoping to solve a problem with my dogs neighbor, that sadly keep barking in unsociable times. I have used it to stop him barking at length at people outside walking by. He has responded to this whistle straight away and I did not have to find the right pitch.
One short blow they stop and wait but give it a long blow they come running back to me.
does not work and in fact makes the dog even worse.

Some have tested these one's with ultrasonic devices and they aren't showing what is advertised. I am happy to pay more for a quality one that will last me and is actually ultrasonic and silent. As far as I can see on many sites I can only find cheap ones that are china made and all reviews say the same thing, that they are rubbish and aren't silent. I'm guessing particular pet store might stock some.
