Why is my Border Collie so aggressive towards other dogs?

He has also had a tendency to nip and growl at young puppies, causing them to start crying and run away. It's hard to predict when it will happen because it's usually out of the blue. He is also not fixed yet, but now I'm really looking into it to try and help his aggression problem. Do you think this would help, or is more training required?
